The National Disaster Management Unit, in collaboration with stakeholders, developed a National Emergency / Disaster Response Plan (NERP) and Standard Operating Procedures (SOPs) which was signed in June 2014. Since then, there have been changes in policy, legislative and institutional frameworks. It is also noted that there has been hazard variability and there are emerging issues that were never taken into consideration during that time. It is against this background that we embarked on a process to review the Plan, which we hope to complete soon. The main objective is to realign the plan to the current structures, polices and best practices in the bid to make it more actionable and evidence based. Line Ministries, Departments and Agencies (MDAs) alongside other stakeholders have been invited to participate in the process since their inputs are critical.

It is important to note that the Plan has also take into account special interest groups e.g. migrants, during response to emergencies and disasters. It has actually mainstreamed migration governance to emergency/disaster response with the joint objective of ensuring dignified management of migrants during emergencies and disasters, alongside all other victims.
